Solar Incentive (Feed-In-Tariff) Program

New funding available for solar electric systems!

Starting July 1, Oregonians can install a solar electric system and get paid a premium rate for the electricity produced. The Oregon legislature authorized a trial Solar Incentive (Feed-In-Tariff or FIT) Program in Oregon for investor owned utilities (Pacific Power in our area).

The number of projects participating in the Solar Incentive Program trial will be limited. The FIT rate is fixed for the entire length of the contract. The FIT rate will be adjusted in future funding rounds depending on the popularity of the program. The trial is expected to be very popular, so projects enrolling early will be able to lock in at rates higher than the rates expected in future trial rounds.

Your 10kW system installed at an ideal location in the Roseburg/Douglas County area would produce an estimated 12,348 kWh in the first year. This estimate is adjusted slightly for future years to reflect the slow decline of the PV panel output, around 1% per year. Over the 15-year Solar Incentive Program contract, you could receive payments of ≈ $77,000 from Pacific Power!

The price of solar electric systems vary depending on the equipment installed and characteristics of each site. The typical cost for an installed 10kW system is approximately $59,000. After taking the 30% Federal Tax Credit of $17,700, your net cost is reduced to $41,300, much lower than the Solar Incentive Program (FIT) payments you will receive!

South facing roof with little shade or land for ground/pole mounts is ideal. Additional costs may be needed for electrician work, ground mounts, 2+ story roofs, or steep roofs.
